Dear Mr. Serpell,
This is to confirm our recent telephone
conversation when you agreed to the appointment
of a Trade Union expert as an additional Labour
Officer in Hong Kong, foreshadowed in paragraph
4 of my letter to you of the 18th October.
For the reasons set out in that letter
it has been agreed in principle that the scope
and staff of the Labour Office should be increased
and that it should be separated from the
Secretariat for Chinese Affairs, of which it
is at present a part, and made into a separate
department. The Governor has put forward
proposals for the staffing of the new Labour
Department with which we are in general agreement
but has not yet suggested the salaries that
should be attached to the various posts. He is

sending this to us and as soon as we have them
I will let you have full details of the proposals.
In the meanwhile the Governor has asked for
advance approval of two posts, that of an
additional Labour Officer whose duties will be
primarily those of a
trade tmion Adviser and that
of a Lady Assistant Labour Officer.

We spoke about the poot of the Trode Unton
Adviser for which it is proposed there should
be a salary scale of £400 to £1200 plus residentia
allowance. This is the ordinary administrative.
